Deepfakes have the ability to compromise the US government by changing the outcome of elections and by potentially changing the Constitution. Creating videos to harm another person is a violation of their personal freedoms but outlawing all speech of the manner is contradictory to the first amendment. Raising awareness for the rise and spread of deep fakes may help dispel some of the issues, but will certainly not fix them all.
On the bright side, sometimes they can make for some pretty amusing content.
